no load on gpu
In general, I assembled a new PC on xeon 2670v3, rtx 3050, 32 GB of RAM. The problem is the following, I don’t load the card into the game from the word it works at about 30-40% fps around 50, changing graphics or resolution does not change the fps the same what can be done with this? (vertical turned off)

Take a 2670 with a bunch of weak cores (low performance), a weak memory subsystem and wait for a miracle. No, he's like that everywhere, in any game. Change it to at least 5600 + B450 or 12100 + B660M. There is another moment with the game itself, google the low fps in Rust topic. Maybe you will find something (but as far as I know, this is a problem of the game engine itself). Start by disabling threads (hyper threading technologies), they are not needed here at all, they only consume additional energy and create a delay.
