Nvidia control panel

Opens only after reboot. When you turn on the computer, the panel does not start. Runs only after a reboot. The bios has the fast boot feature disabled. Uninstalled nvidia drivers in safe mode via DDU to no avail

What is the version of the driver, does the problem persist when you roll back to earlier ones?

Usually, "fast" boot in BIOS / UEFI - skipping the POST procedure, the system test screen does not appear. Or does it work differently on your motherboard? If not, it shouldn't have any effect.
