Additional targets in crimes

Uv.Znatoki, please tell me this is how it should be or not? I have a crime activity and in it additional goals such as throwing and sticking to the wall have already been completed. I thought the game was buggy at first, I started the game again, but again I stepped on the same rake. So I ask the community for an answer.
