Two different video cards in one PC

Hello everyone, there is a main rx 6600 video card, and there is also a second rx470 flashed into 570. Such a question. Can rx470 be assigned, for example, to a second game running in parallel? For example, there is a game that you don’t need to play, but just sit in afk on the server, assign a second rx470 to this very game, and play something else with the main one. Thanks for answers.
Config:
Video card - rx 6600, rx 470
Processor - e5 2670v3 3.1mhz -50ml
RAM - 16gb ddr4 2133 cl16
power supply - 700w
Windows 10

I think not, if not to be some kind of cool programmer.
you can try to look in the direction of virtual machines so that 1 pitch has 2 active users with parallel running OSes or some kind of server, and there it will connect each card to a monitor and delete the cards mutually exclusive so that 3d acceleration does not jump to another user. that's pretty much how I picture it.

In theory, you can, in Win 10 there is a setting which program outputs to which video card, "screen settings" / "graphics settings" / "graphics performance settings", there you add an application and configure it.
