Do not spawn bots in PVE mode

Tell me, why is the map completely empty when choosing the PVE mode?

Are the server logs clean without errors?
This happens when a mod on Weapon Parts crashes botsspawnhelper (something like that). It happened to me, I deleted the mod and the bots ran.
