There is an fps limit, but it is disabled

Hello everyone, I have a 3070ti, but even in the menu interface, I have a stable 60fps. When I watch performance reviews of Cyberpunk 2077 on youtube, I see people in the interface menu 500, 600, 700 fps. In the gameplay itself, there are also stable 60fps (there is no higher), while the gpu is not fully loaded. It feels like the fps limit is on, but it's off. V-sync is also disabled. Proc ryzen 5 5600X, RAM 16gb ddr4
How to turn off the fps limit if it is already turned off?
