Strong lags on a good PC

PC specs:
- Intel Core i5 11400f
- Rx 6600 8gb
- 16gb ram
The game is on ssd. I launch - fps above 20 does not rise even in the menu. Changing the priority does not help, I loaded the shaders, changed the graphics settings, reinstalled the game. The problem is unlikely in the video card, since the same apex runs at ultras at +130 fps. No idea what to do. Help plz.
