Missing from the library

At one time in Steam, I had both Dirt 3 and Dirt 3 Complete Edition available. The first is in place, the second, I remind you, was removed from the store. I understand correctly that there is no way to buy it, but it should be in the library if it was acquired a long time ago. However, there is no Complete Edition available. I went to SteamDB, clicked on "Install", downloaded, a notification popped up that the download of the game was completed, but it was still not in the library. By the way, on the SteamDB website, few players are shown online, perhaps these are those who have been installed for a long time, or there is some option for it to be displayed in the library. Does anyone have any ideas?
