No, the license is tied to the steam account. You can try to edit the save in hex editor, as it was in Resident evil 6, but good results are not guaranteed. There is a table on the forums of cheat engine that unlocks all the levels on all difficulties, but it is ruining the last skill Dante(choose any weapon) and, probably, alternative provocations(issued for totally completed the bloody Palace, it can be unlock without any problems with trainer on nexusmods, but need to go through all 101 level at a time).
