Under what conditions do cards not drop out in Steam?

Played with a friend in CoH2, I got 4 cards, but nothing for him. Only now my profile is pumped, and he has level 0, he didn’t throw money, and I took him games as a gift. Does this have a connection and what exactly needs to be done to make them fall out?
