Regarding orders from fixers

Such a question, fixer Muammar "El Capitan" Reyes, does not give the last 11 orders, all the fixers went through, he was the only one left. Nothing was wrong and his previous order ended normally, what could be the problem? There are no more orders for Bestia, I already have 47 lvl, reputation 50+.
