Overclocking I5(3-4 generation) without the letter \"K\"

I have a I5 3450. The motherboard chipset Z77. The multiplier rises to 39 (39 x 100 = 3900 MHz) But the problem is that in games and tests, the multiplier is fixed at 37. And only when you turn on the computer, going into CPU-Z to watch the multiplier 39. Who faced with? And is there a solution to this problem?

As far as I know no index to the processors do not overclock, trying to overclock can lead for example to a blue screen...
