Arran does not issue a key in only one case. When your characters have already climbed into his pocket and took this key.
Although in the English wiki they stumble upon the same bug and are advised to look for the key in Reaper's Cove, namely in the arena with vampires. On a small hill there
is a Spoiler ghost lizard here and there should be a key, be sure to alt to help you.
