Bug in the Black Widow quest

Hello, a bug happened in the black widow quest. The bug is that I can’t talk to the girl at the bar, after which they will tell where to look for Josh. I read that you can fix it if you start this quest in a friend's world. Is there anyone who can help?
Tried through the developer menu. It looks like it's not working for me because of the version difference.
