Quest A poet in disgrace, a question (The Witcher 3: Wild Hunt)

If I just went through this quest head-on, when I completed it, I got a failed subtask "ask Dijkstra for help." I loaded an earlier save, went to Dijkstra, but there was no option to ask him for help in the dialogue. does anyone know how to do this? maybe it can only be done before completing some quests?
