I had this yesterday. I stupidly reinstalled them. Open the "All add-ons" tab and install. Instead of the "Buy" button there will be "Install".
PS Everything is logical. The save was with DLS, so the game will not load. Do as I say and everything will be fine.
PPS If there is only "Download", then you can reinstall the whole game. I didn't have the DLC, but I re-downloaded it on Steam.

This is not a tab. In the window with a list of all DLS for the game, at the bottom, there is a button "View available content for this product". I didn’t have any add-ons yesterday, I noticed well before the launch. After this button, I was transferred to the store and all the DLS was "Download". Apparently a glitch due to the patch.
I pressed the button, instead of downloading the dls offers to play, I press play and turn on the game, but you can’t play, because there is no dls

delete the game, completely demolish ... or update the cache .. there are no other solutions. You've got something wrong. Exit steam and go in ... Maybe it will help and download the DLC. If this does not help, then the direct road to Steam support... They will fix it... It's their duty...

Are you sure nothing else has been revealed? it should open install dlc

went to steamdb.info, found a dlc there and clicked install. Steam then started downloading the dlc
