Does Leslie have balls or not? (The Evil Within)

What gender is this character? It looks feminine, but it is voiced by a male voice and in the texts it is said about him as OH. I have met people like this in real life. Once we were sitting in a cafe, a man came up to take an order. I could not determine the gender and asked: "are you a guy or a girl?".

But why did the developers make this character like this?
