1. safe mode try;
2. somehow understand if you can change the registry through the console.
Z.Y. All questions - to Google.

1. Create a file in Notepad:
Windows Registry Editor Version 5.00

[HKEY_CURRENT_USERSoftwareMicrosoft WindowsCurrentVersionPoliciesSystem]
"DisableRegistryTools"=dword:0

Save with .reg extension. Run.
2. If it doesn’t help, then first try starting with the following line:
[HKEY_LOCAL_MACHINESOFTWAREMicrosoft WindowsCurrentVersionPoliciesSystem]

If option 2 didn’t help (and repetition after this option 1), then at least say that You for OS and whether you come under the administrator.

3. If it didn’t work out, then (within the framework of delirium), try executing the following command in the console:
REG QUERY HKEY_USERSS-1-5-21-some numbers-1001SOFTWAREPoliciesMicrosoft Windowssafercodeidentifiers Paths

Unfortunately, here you would need to initially know a certain branch number in the registry. This will let you know the sections of this thread. After that, you need to enter all this krakozyabra again and add after the slash what the console will display for you.
Therefore, first enter the following command:
REG QUERY HKEY_USERS
In theory, the partition you need ends with 1000.
4. Perform a similar action with the partition:
HKEY_LOCAL_MACHINESOFTWAREPoliciesMicrosoft Windowssafercodeidentifiers

The main thing you need to see from the points 3 and 4 - the absence of registry branches that have the SaferFlags variable with a value of 0x2000 and the ItemData variable has the value "C:Windowsregedit.exe" (or "%windir%regedit.exe").

If there are such fields, then it must be changed to 00000000.
Here is the article:

The REG ADD command needs to rewrite all found bad registry keys. As I understand it, it will be necessary to apply the /t <type> key.

Another advice is given here - it will be checked by the AVZ utility. If you tell me the bit depth of the OS, then I’ll say that it’s definitely better not to include it:
