What need Skyrim for Enderal: Forgotten Stories (The Elder Scrolls 5: Skyrim)

There was such question:
will there be mod Enderal: Forgotten Stories on the Skyrim Special edition or have to play on the standard version of the game?

In the same Trims on the mod's page in the store says only about normal Skyrim.
Maybe bad looking, but never found the answer to the question. Count on you, thanks in advance!
