Where to go in Velen on level 4? (The Witcher 3: Wild Hunt)

Hi all. I went through everything in the White Garden. I am now level 4. I go through tasks in Velen and there are all the monsters and tasks of levels 7-9 and above. Tell me pliz where in Velen are creatures and tasks of a suitable level. Thanks in advance!
