FPS issues (The Witcher 3: Wild Hunt)

Guys, please respond. Recently I played the Witcher, it was stable 40-45 FPS, in some places it reached 60, but rarely. Today (05.25) I decided to play again, however, FPS turned from 40 to 5-15. , then I cut the graphics even with a specialist to the minimum ones, the same nonsense. Interestingly, yesterday the video card rarely showed load to the eyeballs during tests, now it is "stuffed". Guys, maybe someone encountered such a problem, please help! ( License)

Today is kind of a strange day. Since the beginning of yesterday's game, I myself have had 25 FPS and below on medium in more populated locations, and after 4 hours of playing, I noticed that when I twist the settings to high, except for the range, the FPS began to grow, literally up to 35 FPS. But the frame rate in the dialogues terribly drops ..
