I don't think he should be at all, and the character is not canonical in fact, the name Iorveth, as far as I remember, is mentioned only once in the book. So they probably decided to cut it out of part 3, or maybe it went somewhere, so they didn’t meet it.

In Zalipye, you meet a grandmother who needs to help clean up an abandoned house from ghosts, and instead of ghosts you meet Summer there, then you decide whether to help him or not. If you help, then he will help you protect Ciri from the Wild Hunt. But if you killed him in 2 parts, or in the simulation of decisions you chose that he is dead, then you will not meet him.
Met so far only Leto, Roche and Philippa. At first, I generally thought that the elf who hides his face with a mask is Iorveth. But Iorveth did not possess magic.
