Sound problems! (The Witcher 3: Wild Hunt)

I have such a problem in The Witcher 3 during the cut-scenes in the voices of the characters, terrible lags either speak quickly or very slowly and with terrible lags in their voice, in general, something like this - 35% accelerated speech 25% very slow 40% normal during the average dialogue (a simple game speech during a free game does not lag like that, unlike cut-scenes)
PS today I started playing ENG voice acting (I immediately got the idea to test it when I first heard the lags to make sure that the lags are not due to the computer, namely the game ones) Played today about 5 hours with ENG voice acting is going fine, there has never been any acceleration / deceleration in speech.
PSSEnglish voice acting is not the same as Russian is the first game where Russian voice acting is perfect and very atmospheric, English pathos and almost the same everywhere.

with voice acting for everyone who plays in Russian localization, I don’t know exactly what the problem is, but they say they say this is a new CDproject system such as voice acting for closing lips

did not meet this, because this problem was still from the 1st part, though there was quite a bit of
this, everyone knows for a long time

my fps dipped, respectively, the lips began to move more slowly and the voice acting too? ahah ;)
And why is it accelerating then... ?

I must have gone through half the game, everything is fine with the voice acting.

What does fps have to do with it?
The sound under the closing of the lips is adjusted, i.e. if the sound goes faster than the character speaks, then the sound is slowed down and vice versa
.

This is all due to the fact that Russian localizers have saved on a specialist who is engaged in adjusting speech to the timing of replicas. The basis of the game is English-language localization, their sentences are naturally longer and shorter than in the Russian counterpart. And our localizers did not take a steam bath, they just accelerated somewhere, and somewhere slowed down the sound track. That is why it turns out that the characters either chatter like scalded ones, or mutter like they are drunk or stoned.
At the same time, it is clear that the speech coincides perfectly with the movement of the lips, that is, this is not a dubbing, the animation is recorded specifically for the Russian language.
In the first witcher, with the release of the "extended edition", the developers re-voiced some of the characters' lines, I wonder if they will correct their jambs in the third part of the saga? ..

Thanks for the answer, now everything fell into place, and even then I understood when I wrote about it in a generalized form - killerBD1, but you explained everything, now I will have a new lesson for life, thank you!
It turns out that they did not do very well, it would have been some kind of Deadpool ... but not such games, also the last part ... somehow bestially.
