I found out where these runes can be purchased, you need to go through the quest chain from Hattori in the city of Novigrad.
There, the blacksmith has problems, he cannot do blacksmithing until you help him. Once you complete all the quests, he will give you a sword and you can buy these very rune stones for crafting from him.
But there is a jamb in the translation, when you talk to him at the beginning, the Witcher calls him Eivar.
