Does such a mod exist? (Spore)

Actually, I would like to have a couple of features:
1) The ability to take ships of YOUR empire into your fleet
2) The ability to ask YOUR empire (even if for cash) to attack the enemy
3) Auto expansion of the empire (well, by analogy with AI colonization)
Just sometimes it seems that the captain is generally the only capable being who deals with almost EVERYTHING (fortunately, at least the ships on the trade routes themselves can do something).
