Mouse problem (up-down doesn't want to move) (The Elder Scrolls 5: Skyrim)

Here I hope you answer my question.I start the game, everything works fine, no questions, but there is one problem when you run away, I can look left and right without any problems, but the camera moves up and down very tightly, I read somewhere they wrote that there was a problem with sensitivity, increased the sensitivity everything flies but only left-right, up and down still does not want to move normally, there was an option that this is a problem with the mouse, also not, in other games everything is fine. I don’t know what the problem is, maybe someone had it, tell me solution to this problem.

Mouse sensitivity is controlled by
fMouseHeadingSensitivity=0.0440 (default value is 0.0125)
fGamepadHeadingSensitivity=1.9000 Fix
for low vertical mouse sensitivity.
Add the following section to DocumentsMy GamesSkyrimSkyrim.ini:

fMouseHeadingYScale=
After the equal sign, put the value from DocumentsMy GamesSkyrimSkyrimPrefs.ini from the line

Example:
