Location unknown: "Elven ruins"?? (The Witcher 3: Wild Hunt)

A piece of ruins, like a staircase,
there are still ghosts and you need to cut the noon.
A place of power, and buying potions (the icons glow),
but apparently underground?? Where is the entrance there, who went through??
