Depends on the resolution, anti-aliasing level. In GTA V, I also have somewhere around 70%, if I turn on anti-aliasing on MSAA by 8, it loads 100%, and of course it slows down.

I turned off hairworks and blurring (I don't like it in action games by itself), and lock at 30 fps. Everything runs great. If you have approximately the same conditions, and video players of the same level approximately, then everything is fine with you, forget it and enjoy.
