Witcher NPC lips don't move outside dialogue (The Witcher)

why don't NPCs and characters move their lips outside of dialogues when they chat to themselves is this a bug ? if so how can i fix it

This is not a bug. That's the way it should be.

Thanks for the answer, I thought it was a bug, but there is no mod for NPCs to open their mouths during conversations outside of dialogues?
