Windows 8.1. Internet connection

Can you please tell me how to create a high-speed connection on 8.1? When you try to connect as on vin7, it gives an error 651. Although initially Windows creates an "Ethernet" connection that does not require a password and login, which allows you to safely access the Internet. I need to create a high-speed connection. Updated network card drivers but didn't help. I would be very grateful if you help.
