30fps on GTX 660Ti (Assassin's Creed: Unity)

Hi all. Just finished Assassin's Creed Rogue on ultra settings. I decided to start going through Unity, but it doesn’t pull even at the minimum (
Is there still no way to raise fps to 60 at the lowest settings?
I have the following configuration:
GeForce GTX 660 Ti, Core i5-3570 3.4GHz, 16Gb RAM, Resolution 1920x1080 If it 's
not possible to raise fps at minimum settings with this config, what needs to be changed in the system for ultra settings?If you change only the video card to GTX 980, will this be enough?
