Problems updating the game via Steam (Grand Theft Auto 5)

The update is downloaded, but not installed (that is, when Steam restarts, it downloads the same update again), how can I solve the problem?

The problem is that every time you start Steam, updates for GTA V are downloaded the same size - 413mb. Absolutely every time you start Steam, even if you exit and then immediately go. Already freezing this case. How to treat?

When I had this (with another game), I cleaned everything with the Ccleaner program (always with the addition of CCEnhancer to this program), and everything became normal =) Try it, it will suddenly help.

These are Steam issues. Most likely.
Try to uninstall Steam, after cleaning the registry from what has left Steam.
And install Steam again.
