Limit at 30 fps, need help (A Plague Tale: Innocence)

I decided to refresh my memory before the new part and replay the old one and ran into a 30 fps lock problem.
Usually I play single games with a 60 fps lock, I did the same here, but here these 60 fps are as twitchy as possible. When viewing the frame table during gameplay, it shows 60, but 99% frames / s shows 30-20.
I tried to set any graphics settings, even set the resolution to the minimum, but the stutters still remain and it's impossible to play
My system: Rtx 3080, i9 10900kf, 16 GB of RAM
