Graters of RDO and Rostelecom (Red Dead Redemption 2)

My friend has a problem. Usually it loads into the session without problems. We enter the same squad, start the task, and instead of loading it, the message pops up: "Failed to connect to the Red Dead Online game servers." This is not the only, but probably the main problem. His provider is Rostelecom. And yes, he tried to change the DNS - servers, it did not help him. Maybe there are some other ways?
