intel core i7-4790 haswell should I take in 2018?

General question like this , please advise how it will be better?, to replace percents on intel core i7-4790 and do a little blood or to collect a new system on LGA 1151, and to put skylake? it now will result in a 50-70 R (mother, percents,Opera)expensive. Everything is simple: if finances allow, take a new percent, motherboard and memory. 4790k is already old chipset z 87 all outdated, inferior DDR3 1600 well 3200 DDR4, + timings losing ;)
