There is a benchmark in multiplayer, run it on your settings, and in the end look at the percentage of the CPU bottleneck. If the percentage is high, then the processor does not take out, which means you need to load the video card by increasing the graphics settings. The fps will drop, but the freeze will stop.

I have a stable FPS in the game, which is surprising, but once a minute maybe two I have a freeze for 0.1 seconds approximately. There is no frame drawdown on the graphs, all that is visible in the graphs is the frame time, which was 6-8 and instantly jumped to 80.
