Plague Picts (Total War: Attila)

Has anyone played as the Picts?
I already have 30+ moves of the plague on foggy Albion. In two provinces it does not pass at all, in the third (with London) it is either in one city or in another.
At the same time, sanitation is pumped to the maximum. I don't carry armies between provinces/cities.
