Game won't start - Failed to start game (Victoria 3)

Solutions that don't work:

Installing .NET Framework doesn't help
Installing VC_redist.x64 and .x86 doesn't help
Restarting the computer doesn't work
Fixing dbghelp doesn't work.
Reinstalling the launcher doesn't work.
dbg rename not working on windows 10
