Texture Issues and More (Grand Theft Auto 5)

Hi all. I have such a problem in the game (see screenshots). It appeared after reinstalling the game. The system is powerful. 16 GB of RAM, RX 6600 XT, R5 5600X, the game is on the HDD from the barracuda.

There are also problems with the textures that are drawn in front of my face. More precisely, I see a specific line in the center of the screen, after which the textures are loaded. And at night FPS drops from 100-120 to 50-60. Ultra settings. At low, the same jokes, only the fps already drops from 180-200 to 80-90. The draw distance will not affect the draw in any way.
