Huge ping (Hearts of Iron 4)

Greetings to all who came, such a problem: my friend has an incredibly huge ping. We played calmly and after a few days of playing, he gets a ping from 500 to 32847 ms. And no way to solve this problem. Neither hamachi nor internet helps. Does anyone know what to do with this?
