Yes. If the letter does not appear, most likely you have already ordered tuning before, but it has not yet arrived. Tuning sometimes comes as much as only 5 days.
Perhaps you had an order placed and you didn't put the letter in the mailbox and caused a bug in the game. Perhaps Moscow time the editor is to blame if you changed something there.
