Some item IDs missing (Fallout 4)

In some locations, there are no IDs for some items. For example: in Diamond City in the Bench under the mouse cursor on a table or a flower in a pot - it does not show anything. It also happens in other locations with some items (for example: cardboard boxes). What is it and why? Maybe this is how the developers intended it to be and it's impossible to fix it? Or maybe it's some sort of bug in the game?
