There, from the very beginning, the scientific station generates waste when studying technologies. When the waste reaches 8-9, the waste is destroyed automatically, but the Scientific Station does not work for 2 cycles. And then you put a listening center in each sector and indicate what to do with the waste, store it in a warehouse or destroy it.
