Lags with mods like fine road, etc. (Cities: Skylines)

I have Epic Games, maybe even because of him, but I have Ryzen 5 3500 6 cores and ssd wd green, and unfortunately 8 GB of RAM with 1 channel from patriot 2400 MHz. with mods (for roads, traffic, etc.) and a city of 2 + ml of population, the game consumes 18GB of RAM. install an afterburner and see where the load goes
