Magic, 3rd Person (The Elder Scrolls 5: Skyrim)

At the first hit with magic from two hands, everything is fine (3rd person), and when the enemy is dumbfounded (crouched from the blow) and you hit him, it passes through and does no damage. I didn’t seem to see this on bears and other garbage, only on ordinary people. Is it a feature?
