Low fps in game (The Elder Scrolls 5: Skyrim)

regardless of the graphics settings, ultra or low fps more than 15 does not rise in skyrim. PC has 16 GB RAM. GeForce RTX 3070 graphics card, i7-11800H processor. I don’t understand what the problem is and why it doesn’t pull anymore, there are no problems in other games. How to raise fps?
