Laundry does not wash (Prison Architect)

The question is:

I built a laundry, washing machines (water and electricity), ironing boards, corsages - everything is available. The room doesn't throw any errors. But! Does not work. Neither the cleaners work, nor the convicts go to work (although they are appointed).

What could be the problem?
