Firstly, if you are considering gigabytes, then this mother is normal GIGABYTE B450M DS3H V2
But I recommend ASUS PRIME B550M-A. Himself such used, smart mother. No frills or bells and whistles, but has everything you need.
Secondly. Processor, at least R5 3600x, ideally R5 5600x. When choosing a prods, pay attention to the mother, 3600x under ASUS PRIME B550M-A will not work, but only 5600x models (generation 5xxx) or you will have to dance with the BIOS, looking for firmware for the processor.
As for the card, see for yourself, I personally would recommend 3070 - 3070 ti for this assembly.
Under Windows, you need to take ssd m2. For example 250 GB SSD M.2 drive WD Black SN770
And you forgot to specify the BP. Under this whole thing I recommend the Chieftec PowerPlay Gold 750W. 650 V is enough for you, but if you want to upgrade in the future, you won’t need to look for a power supply. And yes, there should always be a supply.

PS The processors are hot, either 3600 or 5600. I recommend getting a powerful tower or, ideally, a CBO.
