Graphics card usage drops to 1% (Grand Theft Auto 5)

Hello, I ran into a problem when reinstalling Windows, downloaded GTA 5 and friezes started for about 1-2 seconds. The game itself does not drop in FPS, but keeps stable at about 60. Very often the game just freezes for 1-2 seconds, and the video card load drops to 1% and does not work. How can this be fixed?
