Mule and steed (Grand Theft Auto 4)

I noticed that in gta 4, mule and steed trucks do not appear simultaneously in traffic, either one or the other. digging into cargrp dat and vehicles ide didn't turn up anything. Apparently it's in other files. How to make these two trucks appear simultaneously in traffic without forced spawning in the trainer?
